MEETING DATE:

AGENDA ITEM TYPE:

Agreement - Agency/Non-profit

RECOMMENDATION:

Authorize the City Manager to Sign a Funding and Local Agency Guidelines (LAG) Agreement with the Montana Department of Transportation for the 2025 Transportation Alternatives Flanders Mill Sidewalk Project.

STRATEGIC PLAN:

1.3 Public Agencies Collaboration: Foster successful collaboration with other public agencies and build on these successes.

BACKGROUND:

In April of 2025, the City of Bozeman applied for a federal Transportation Alternatives (TA) grant to construct the stretch of missing sidewalk along Flanders Mill Road adjacent to the Sports Park and provide pedestrian safety enhancements at Baxter Lane. The city received an award for funding in Fall of 2025. The next step of grant development is approval of a Funding and Local Agency Guidelines (LAG) agreement with the Montana Department of Transportation (MDT).

Transportation Alternatives is a reimbursement program. MDT is responsible for managing the distribution of this funding and for providing review of project development. The City of Bozeman will manage the design and construction of the project. Project development will take place during FY2027 with construction anticipated in FY2028.

The agreement has been reviewed by staff and is recommended for approval.  The blanks in Article I of the agreement will be filled out by MDT after the agreement is signed and funding is requested from FHWA.  MDT will provide a final copy of the agreement with that information once it is available.

UNRESOLVED ISSUES:

None

ALTERNATIVES:

None

FISCAL EFFECTS:

The total project costs are estimated to be $688,803.00. The federal reimbursement to the city will be $596,365.00. The city's match will be $92,438.00.  Funding has been approved in the FY27-31 Capital Improvement Plan and FY27-28 Biennium Budget as project STR168 in the Park Land Trust Fund.
