Authorize the City Manager to Sign a Second Amendment to the Professional Services Agreement with Latta Consultants LLC dba Indigo West for the Parking Vision Project 2025
October 20, 2026
Agreement - Vendor/Contract
Authorize the City Manager to Sign a Second Amendment to the Professional Services Agreement with Latta Consultants dba Indigo West LLC for the Parking Vision Plan 2025 to extend the term of the agreement through March 30, 2027.
The City of Bozeman and Latta Consultants dba Indigo West entered into a Professional Services Agreement on October 7, 2025, for the Parking Vision Plan. The project is intended to develop a comprehensive vision for downtown parking, supported by community and stakeholder input.
As part of the First Amendment, the project scope was expanded to include an Audience Insights process to provide additional data and community input needed to inform the Parking Vision Plan. This work included review and analysis of existing data, a community survey, stakeholder interviews, and development of key findings and takeaways.
The Audience Insights work has now been completed and incorporated into the development of the Parking Vision Plan. However, completing this additional work required approximately four to six months beyond the original project timeline. Additional time was necessary to conduct the research and engagement, analyze the findings, and incorporate those findings into the overall Parking Vision Plan document.
A draft of the Parking Vision Plan is now nearing completion. This Second Amendment extends the term of the Professional Services Agreement to March 30, 2026, to allow sufficient time to complete, review, and finalize the Parking Vision Plan. All other terms and provisions of the agreement remain in effect.
