Resolution
Consider the Motion: Adopting Resolutions Amending the Economic Vitality, Sustainability, Urban Parks and Forestry, Transportation, and Community Development Boards
On March 3, 2026, the Commission passed its priorities, which included "strengthen advisory board efficacy to ensure alignment with community goals". On July 16, 2026, under direction from the City Commission, City staff produced a report, based on a review of the boards that it conducted in spring 2026, that detailed recommendations to improve advisory board efficacy. On July 21, 2026, the City Commission held a work session during which it considered City staff’s recommendations as well as public comment on the City Citizen Advisory Board and gave direction to revise the Citizen Advisory Boards. These resolutions establish the changes the Commission desired to make to the boards.
Changes to the Community Development Board: As the Resolution 2025-62 currently governing the Board was passed contemplating the Montana Land Use Planning Act but prior to it, there is substantial clean-up language. Substantive changes include term lengths of 2 years (previously unspecified), allowing (not requiring) up to 2 members to be non-resident owners of land within the City (previously a member was designated by the County Commission), the elimination of term limits and the removal of a City Commissioner as a voting member. An ex officio student member from Montana State University was added.
Changes to the Sustainability Board: The definition of quorum was removed (adopted Rules of Procedure referred to instead) and term limits were removed. Sections 1 and 2 (Purpose and Focus Areas) contain edits to remove the "recreation" function and a focus area was added, "Applicable City Plans and Policies" to highlight the broad function of the Board. An ex officio student member from Montana State University was added.
Changes to the Urban Parks and Forestry Board: The definition of quorum was removed (adopted Rules of Procedure referred to instead) and term limits were removed. Sections 1 and 2 (Purpose and Focus Areas) were edited to add the recreation function moved from the Sustainability Board. An ex officio student member from Montana State University was added.
Changes to the Economic Vitality Board: The definition of quorum was removed (adopted Rules of Procedure referred to instead) and term limits were removed. Sections 1 and 2 (Purpose and Focus Areas) were edited to refer to the Belonging in Bozeman Plan and Section 2 (Focus Areas) was edited to remove the public art function. An ex officio student member from Montana State University was added.
Changes to the Transportation Board: The definition of quorum was removed (adopted Rules of Procedure referred to instead) and term limits were removed. The removal of Board Members language was edited to reflect statute (MCA 7-14-4611). An ex officio student member from Montana State University was added.
