Agreement - Vendor/Contract
Authorize the City Manager to Sign Amendment 1 to the Professional Services Agreement with OnSite Energy for the Bozeman Public Library Solar Photovoltaic (PV) Expansion Project.
On December 9, 2025, the Bozeman City Commission approved the Professional Services Agreement (PSA) with OnSite Energy for the Bozeman Public Library Solar PV Expansion Project, adding a 36.96 kW (DC) rooftop solar array and retaining the original 16.72 kW (DC) array.
Amendment 1 to the PSA expands the scope of work to include a solar performance monitoring eGauge data logger that is capable of capturing solar production from both the legacy and new solar arrays. After additional investigation, the solar inverter provider notified OnSite Energy that the legacy solar inverter could not be monitored using their standard monitoring package. OnSite Energy identified an alternative eGauge monitoring package for an additional negotiated fee. The system will provide long-term remote monitoring for performance and system maintenance.
Amendment 1 to the PSA includes an expanded scope of services that incorporates rooftop fall-restraint anchors for safe installation and long-term maintenance of the solar array. The City's contracted structural engineer, TD&H Engineering, reviewed several alternative anchor solutions. The travel-restraint anchors were selected based on structural suitability, safety, and cost.
None.
As suggested by the City Commission.
The negotiated fee for Amendment 1 is not to exceed $9,150, increasing the PSA total to $125,214. The Department of Energy's Energy Efficiency Conservation Block Grant allocation of $116,320 will fund the majority of the total project cost. Amendment 1 is funded by project 'GF362 - Solar Panel Arrays' in the Sustainability Division Capital Improvement Plan, where sufficient funding is available.
