Proposed Resolution No. R26-187- Approving an Interlocal Agreement with Palm Beach County for Public Safety Radio System Services with a term of five years, retroactive to November 17, 2025 governing the City's participation in and use of Palm Beach County's 800 MHz Public Safety Radio System.

Requested Action:

Staff recommends approval of the proposed Resolution No. R26-187.

Explanation of Request:

The Police Department is requesting approval of a new Interlocal Agreement between the City of Boynton Beach and Palm Beach County governing the City's participation in and use of Palm Beach County's 800 MHz Public Safety Radio System.

The City and Palm Beach County previously entered into Interlocal Agreement R2020-1705 in November 2020. That agreement established the operational, administrative, and financial responsibilities associated with connecting the City's public safety radio system to Palm Beach County's system and provided the City access to interoperable radio communications, Countywide common talk groups, and related system resources.

In February 2026, the City Commission adopted Resolution R26-024 approving a First Amendment intended to exercise the first five-year renewal option and extend the prior agreement through November 16, 2030. That amendment was not approved by Palm Beach County. Palm Beach County has instead provided a new Interlocal Agreement for approval.

The new agreement continues the City's participation in the County's public safety radio system and establishes a five-year term retroactive to November 17, 2025. It maintains the operational framework for interoperability between the City's system and the County system, including access to the County's SmartZone Controller, Countywide common talk groups, roaming capabilities where approved, and other related radio-system services.

The new agreement also incorporates updated provisions addressing public records, E-Verify, digital accessibility, insurance, annual appropriations, system administration, confidentiality, and other current contractual requirements.

How will this affect city programs or services?

Approval of the Interlocal Agreement will allow the City to continue participating in Palm Beach County's regional public safety radio communications infrastructure and maintain interoperability between the City's 800 MHz radio system and Palm Beach County's system.

The agreement provides the operational framework necessary for City public safety personnel to communicate with Palm Beach County agencies and other participating jurisdictions during routine operations, mutual-aid incidents, large-scale emergencies, disasters, and other multi-agency responses.

The agreement also provides access to Countywide common talk groups and permits approved roaming between the City's system and the County system. These capabilities support interoperable communications among law enforcement, fire rescue, emergency management, and other participating public safety agencies.

Approval will continue an existing service relationship and avoid disruption to the City's regional public safety radio interoperability.

Budgeted Item:  Yes
Account Line Item and Description:

N/A

Fiscal Impact:

The City's annual charge is recalculated based on active talk-group usage, and the County's capped operations and maintenance cost may be adjusted every three years.
