SUBJECT:
Consideration of FEMA Grant Funding for Seawall Design at Boynton Harbor Marina
In July 2024, the Boynton Beach Community Redevelopment Agency (BBCRA) submitted a subgrant application to the Federal Emergency Management Agency (FEMA), through the Florida Division of Emergency Management (FDEM), seeking funding for the design and replacement of the approximately 25-year-old commercial seawall at the Boynton Harbor Marina.
The seawall has reached the end of its useful life and is critical infrastructure supporting the continued operation of the marina and surrounding area. In its application, the BBCRA identified the significant economic and community impacts that could result from a seawall failure, including impacts to 19 marine businesses docked along the seawall, 11 businesses located within the marina, approximately 44 businesses and more than 1,100 residents within 1,000 feet of the marina, and more than 50,000 marina patrons annually. The total project cost was estimated at approximately $4.5 million. The Subgrant Application is included as Attachment I.
On February 5, 2026, the BBCRA was notified that FEMA had approved a partial award of $132,245.96 to fund the design and permitting phase of the seawall replacement project (see Attachment II). BBCRA staff accepted the partial award (see Attachment III).
On August 12, 2026, BBCRA staff received the Federally-Funded Subaward and Grant Agreement from FDEM. The agreement was reviewed by BBCRA legal counsel, who provided minor comments. Those comments were reviewed by the State's program manager and the BBCRA was provided with the revised grant agreement for consideration and approval by the BBCRA Board (see Attachments IV and V).
