Staff recommends approval of resolution number R26-183.
October 06, 2026 – October 05, 2029, with two optional one-year renewals
The City of Boynton Beach operates a Supervisory Control and Data Acquisition (SCADA) system that monitors and controls water treatment, distribution, and wastewater collection facilities. Star Controls, Inc. has previously provided SCADA system integration, programming, and technical support for the City's existing system and holds specialized knowledge of its configuration, components, and operational requirements, making it a single-source provider for continuity purposes. This Agreement establishes a three-year contract (October 06, 2026 – October 05, 2029, with two optional one-year renewals) for SCADA system support, maintenance, and professional services on an as-needed basis, with an annual not-to-exceed amount of $150,000. Services will be ordered either through Direct Orders (for remote or urgent/emergency support) or through Task Orders (for on-site, scheduled, or project-based work), and are governed by a fixed-rate Fee Schedule (Exhibit A) based on Star Controls Quote No. CBB20260626-01, provided the City issues a Purchase Order within 90 days of the quote date.
In evaluating the single-source designation, Procurement Services confirmed that Star Controls, Inc. originally integrated and programmed the City's existing SCADA system and has since provided ongoing technical support, giving it unique, in-depth knowledge of the system's configuration, proprietary programming, RTU/PLC and RF components, and operational history that is not readily available from other vendors. Procurement Services further confirmed that engaging an alternative vendor would require significant time and cost to reverse-engineer the existing system architecture, and would introduce operational risk to a system that directly supports the City's water and wastewater treatment, distribution, and collection facilities. Based on this review, Procurement Services determined that continuity of service through the incumbent Vendor is necessary to maintain system reliability and that Star Controls, Inc. is the only source reasonably available to provide these support services at this time, consistent with the City's Purchasing Policy Manual.
Approval of this Agreement will directly support the reliability and resiliency of the City's water and wastewater utility operations by ensuring continuous, expert-level support for the SCADA system that governs treatment, distribution, and collection processes. By securing a fixed-rate, three-tier escalation model (remote diagnostics, engineering-level troubleshooting, and core-team/manufacturer-level resolution) with guaranteed response times — including one-hour response and 24-hour resolution for unscheduled/emergency support — the City strengthens its ability to prevent and quickly recover from system failures that could otherwise disrupt essential utility services to residents. Locking in Vendor's rates for the full contract year, with no surcharge for usage above estimated quantities, provides budget predictability while maintaining uninterrupted access to the specialized institutional knowledge needed to keep critical infrastructure operating safely and efficiently.
