Requested Action:

Staff recommends approval of Proposed Resolution No. R26-190.

Explanation of Request:

Agreement Term: October 1, 2026 - September 30, 2031

The Public Works Department is requesting approval to piggyback on the City of Palm Beach Gardens ITB No. ITB2026-180 for street sweeping services for the removal of sand, dirt, stray trash, stains, and miscellaneous debris from roadways and curbs, including emergency and special event services. These services will help maintain clean, safe roadways and support the City’s beautification efforts. The City of Palm Beach Gardens' bid process satisfies the City's competitive bidding requirements.

This purchase will be procured through the piggyback exemption of the purchasing policy section IX.8. Piggyback contracts significantly benefit the City of Boynton Beach by providing a cost-effective and efficient way to procure goods and services. By leveraging agreements already in place with other governmental entities, the City can avoid the time-consuming and expensive process of issuing its own competitive bids. This allows quicker access to needed resources while often securing more favorable pricing due to the economies of scale achieved through larger contracts. Additionally, piggybacking ensures the City can tap into pre-vetted vendors who have already been thoroughly evaluated, reducing administrative burdens and risks associated with vendor selection. Ultimately, piggyback contracts streamline procurement, save taxpayer money, and improve the efficiency of City operations. Staff recommends Commission approval authorizing the Mayor to execute a piggyback agreement with International Sweeping, Inc., d/b/a Facilities Pro-Sweep.

How will this affect city programs or services?

This approval will ensure street sweeping services continue, preventing debris buildup throughout the City. This will also benefit the storm water drainage systems by reducing pollution, while helping maintain a cleaner environment for our residents, businesses, and visitors.
