Proposed Resolution No. R26-173- Authorizing the City Manager to send a notice of non-renewal of the FlockOS Elite and Flock Safety Program Order to Flock Group, Inc.
Staff recommends approval of Proposed Resolution No. R26-173.
The City and Flock Group, Inc. entered into a Master Services Agreement approved by Resolution No. R23-115 on September 5, 2023. On April 16, 2024, the City Commission approved Resolution No. R24-122, which approved a Statement of Work dated June 18, 2024, for the implementation of Flock Safety OS and a Flock Safety Wing, a cloud-based software platform by Flock Safety. FlockOS serves as a real-time public safety command center. It connects the City's existing security tools, such as license plate readers, traffic cameras, and audio sensors, into a single, live map.
The Initial Term of the Agreement was 29 months, and expires on November 18, 2026, and automatically renews unless either party sends 30 days notice of termination. The Police Department desires not to renew this order and is requesting authorization to send the thirty-day notice of termination of these services. This authorization only applies to the Flock OS system, and any other orders with Flock remain in place for their specified term. Upon expiration of this contract, all associated Flock OS software access, video integration feeds, data search capabilities, and 911 streaming tools will be discontinued.
The termination of the Flock OS/Wing agreement does not impact current City operations, While Flock OS/Wing offers several useful capabilities, many are duplicated by systems we already use, including our ALPR, CAD, VMS, Axon, and Motorola platforms. Critical functions such as ALPR searches and alerts remain available through our existing ALPR contract without Flock OS/Wing. Other features provide limited operational value or are not currently used. Additionally, camera video review through Flock OS/Wing is significantly more time-consuming and difficult than using the City’s VMS, particularly when retrieving footage for evidence.
