Procurement Services is increasingly establishing citywide contracts because, as the City extracts and consolidates more spending data across departments, purchases that were previously fragmented and hard to see are now coming to light. This visibility shows where departments are buying the same goods and services separately, often in smaller quantities, at inconsistent prices and terms. Consolidating these needs into citywide agreements allows the City to leverage its combined volume for better pricing through economies of scale, apply uniform standards across departments, and create a transparent, auditable record of how public funds are spent. It also reduces the risk of repeated small purchases that could appear to circumvent competitive thresholds and allows Procurement Services to manage vendor performance and spending in one place.
Consistent with this approach, and as part of an ongoing citywide review of fuel storage tank compliance, Procurement Services is collaborating with City departments to establish a citywide service agreement for fuel tank cleaning and inspections. This initiative supports the City’s compliance with Florida’s storage tank system requirements administered by the Florida Department of Environmental Protection (FDEP), specifically Florida Administrative Code (F.A.C.) Chapter 62-761, Underground Storage Tank Systems, and Chapter 62-762, Aboveground Storage Tank Systems.
The City owns fuel storage tanks and standby generator tanks at multiple facilities, including the Public Works Complex, Fire Stations, recreation facilities, and water and wastewater treatment and lift station sites. These tanks require periodic fuel polishing, cleaning, and inspection to protect fuel quality and keep emergency generators reliable. SPATCO Energy Solutions, LLC (formerly Tank Wizards Inc.) quoted $36,800.00 in Estimate No. 102870 (August 20, 2026) for initial service on 21 tanks at Lee County contract pricing. The Agreement will also be available to any City department needing additional services at Master Agreement pricing, within the not-to-exceed amount. However, the City is requesting approval of NTE $50K annually, with a renewal for another $50K if the renewal is exercised.
Procurement Method
This is a piggyback procurement under Section IX, Alternatives to Formal Sealed Bids, of the City's Purchasing Policy. 8. Piggyback contracts significantly benefit the City of Boynton Beach by providing a cost-effective and efficient way to procure goods and services. By leveraging existing agreements with other governmental entities, the City can avoid the time-consuming and expensive process of issuing its own competitive bids. This allows quicker access to needed resources while often securing more favorable pricing due to the economies of scale achieved through larger contracts. Additionally, piggybacking enables the City to tap into pre-vetted vendors who have been thoroughly evaluated, reducing administrative burdens and the risks associated with vendor selection. Ultimately, piggyback contracts streamline procurement, save taxpayer money, and improve the efficiency of City operations. Lee County awarded this contract through a formal Invitation to Bid, and its solicitation (Section 24.1) makes the contract available to other government entities.
Approval will keep the City’s fuel storage tanks and standby generators clean, tested, and reliable, supporting uninterrupted operation of Fire Rescue, Utilities, Public Works, and Recreation facilities during power outages and emergencies. It also advances the City’s FDEP tank compliance efforts.
