SUBJECT:
Consideration of the Revised CRA Human Resources Handbook
SUMMARY:
The CRA Employee Handbook has been revised to reflect current federal and state law and to modernize CRA personnel policy. Updates were reviewed and prepared by the Office of Human Resources & Compliance.
The revisions fall into six categories:
- Policies added. Five new policies: Nepotism, Whistleblower (including reporting to the Chief Inspector General), Anti-Bullying, Remote Work & Social Media, and Administrative Leave & Rehire Standards (six-month wait before rehire).
- Policies removed. The Credit Card (Procurement) Policy is now governed separately by the Finance Department.
- Federal and state law updates incorporated. Adds PWFA and PUMP Act accommodation policies, removes outdated I-9/E-Verify language, added Juneteenth as a recognized holiday, and replaces paper hiring forms with the City's online application system.
- Probationary period extended. From 90 calendar days to six months for all new hires and rehires.
- Discipline process made more flexible. Keeps the same documented tools but lets supervisors match the response to the severity of the issue, rather than a fixed four-step sequence.
- Vacation accrual schedule enhanced. Replaces three tiers (capped at 160 hrs/year) with eleven graduated tiers rising to 200 hrs/year after 21 years of service.
FISCAL IMPACT:
No fiscal impact from adoption of the Handbook.
CRA BOARD OPTIONS:
1. Approve the revised CRA Employee Handbook as presented.
2. Approve the CRA Employee Handbook with modifications directed by the Board.
3. Do not approve the CRA Employee Handbook as presented. Other options as determined by the Board.
