Proposed Resolution No. R26-192- Approving a single source purchase from Placer Labs, Inc. (d/b/a Placer.ai) pursuant to Section IX of the City's Purchasing Policy Manual, and approving an Amendment to Order Form renewing the City's location analytics software subscription for an Additional Term of one (1) year, commencing October 21, 2026, and ending October 20, 2027, at an annual fee of $42,000 with no increase from the current Initial Term fee, for a cumulative total expenditure of $84,000.
Staff recommends approval of the proposed Resolution No. R26-192.
On or about October 21, 2025, the City of Boynton Beach entered into an Order Form with Placer Labs, Inc., authorized under Resolution No. R24-011 and Resolution No. R25-200, for a one-year Initial Term with an annual subscription fee of $42,000.00, covering Platform Access, Chains Report Expanded, Void Analysis, Advanced Market Report, and API Access.
Placer has submitted an Amendment to Order Form, signed on behalf of Placer on September 30, 2026, which would establish an Additional Term beginning October 21, 2026, and ending October 20, 2027. Key terms of the Amendment are as follows:
- Annual subscription fee remains $42,000.00 — Placer is not exercising its contractual right to increase fees up to the greater of 8% or CPI for this renewal term.
- Services continuing: Platform Access, Chains Report Expanded, and Void Analysis.
- Services added at no additional cost ($0): Esri Base maps and Events.
- Services removed effective the Commencement Date: API Access and Advanced Market Report are no longer part of the subscription bundle.
Procurement Services reviewed this request and approved it as a single source purchase under Section IX of the City’s Purchasing Policy Manual. The approval is based on the following:
- The subscription has been in use for its first year, and all City parks and major City events are built into the platform, with about 20 City users trained and relying on it;
- The Recreation & Cultural Services Director selected Placer after attending two NRPA conference workshops on its use by parks departments and consulting three other governmental organizations, which reported a positive return on investment;
- Procurement’s market research found that other providers, including Zartico, Datafy and StreetLight Data, offer comparable services, so Placer is not a sole source, and the department’s continuity and prior-investment rationale supports directing the purchase to Placer for this renewal; and
- The renewal fee of $42,000 is held flat, with no increase from the current term, and the term is limited to one year because of uncertainty about how Amendment 3 may affect future-year use.
Approve the total expenditure for the initial one-year term, October 21, 2025 - October 20, 2026, and this additional one-year term of October 21, 2026 - October 20, 2027, for a total expenditure of $84,000.
Approval ensures uninterrupted access for Recreation & Parks, Economic Development, Events and Public Works Departments to Placer's location analytics platform, including foot traffic, trade area, chain-level demographic/psychographic, and void analysis data, which support site selection, programming, and planning decisions. Non-approval would result in a lapse of access upon expiration of the current Initial Term in October 2026.
