Consideration of the Third Amendment and Restated Master Administrative Services Interlocal Agreement

On April 21, 2026, the City of Boynton Beach and the BBCRA entered into an Interlocal Agreement for City Manager Interim Executive Director Services, Human Resource Services, Finance Services, and Information Technology Services. The City and BBCRA amended the Interlocal Agreement in June 2026 to add City Clerk services and Procurement Services to the Interlocal Agreement, and to retitle it. The City and BBCRA then further amended the Interlocal Agreement to establish the position of the Chief Executive Officer, create the Chief Executive Officer Services Budget, authorize additional services and City-Contract purchases, and reconfirm the entity independence of the City and the BBCRA.

The document attached as Attachment III and proposed for adoption incorporates all prior amendments into a single Amended and Restated Master Administrative Services Interlocal Agreement. It also adds provisions to engage the City to perform risk management services for the BBCRA and to authorize the City’s legal department to perform legal services for the BBCRA in connection with the services provided by the City pursuant to the agreement, including human resource services, certain finance services, information technology services, city clerk services, procurement services, and risk management services, while leaving the remaining legal services with the CRA’s existing outside counsel. The Amended and Restated Master Administrative Services Interlocal Agreement does not authorize the City Attorney’s office to engage in litigation on behalf of the BBCRA.

The proposed Amended and Restated Master Administrative Services Interlocal Agreement has been reviewed by the attorneys for both the City and BBCRA.
