Proposed Resolution No. R26-195- Approve the Second Amendment to Task Order No. UT-1A-02 with Carollo Engineers, Inc. for Wells 4-5 and 7-8 Electrical and Standby Power Improvements, to Provide Additional Engineering and Construction Support Services in the Not-to-Exceed Amount of $38,211.00, Increasing the Total Task Order Amount to $436,043.00.
Staff recommends approval of Resolution No. R26-195.
On August 20, 2019, the City Commission approved Task Order UT-1A-02 with Carollo Engineers, Inc. for design, permitting, and construction-phase services for electrical and standby power improvements at wells 4, 5, 7, and 8 (the "Project"). On November 19, 2024, via Resolution No. R24-292, the Commission approved a First Amendment increasing the Task Order to $397,832.00.
The Project's construction schedule has been extended multiple times due to unforeseen conditions, including an underground feeder cost, roof tile replacement, control panel shipment delays, and startup/commissioning and well rehabilitation work. Thus, pushing the anticipated substantial completion date to August 30, 2026 and final completion to October 2, 2026. As a result, the budget for construction support and project management services has been fully expended, while monthly tasks (progress meetings, site visits, construction observation, reporting) and remaining closeout activities must continue through Project completion.
This Second Amendment authorizes additional Construction Support Services (Task 7) and Project Management services (Task 9) needed to carry the Project through substantial and final completion, at a not-to-exceed fee of $38,211.00, increasing the total Task Order amount from $397,832.00 to $436,043.00. Fees are based on the hourly rates in the Original Agreement, which Carollo has agreed to continue honoring notwithstanding its new General Engineering Consulting Services agreement (RFQ No. CW24-001).
This Amendment ensures continuity of engineering oversight and project management for the wells 4-5 and 7-8 electrical and standby power improvements through completion, supporting continued reliable operation of the City's western wellfield. No new programs or services are created; the funding sustains existing consultant support (construction observation, submittal review, commissioning oversight, and closeout coordination) needed to bring the Project to substantial and final completion without disruption to utility operations.
