Adopt Resolution 2026-115
The City owns several properties that it may consider selling. Before proceeding with the disposition of these properties, the City should obtain professional appraisals to determine their current fair market value. The City may also require appraisal services in connection with future property acquisitions for right-of-way purposes and other real estate-related matters.
To ensure access to qualified professional support, the City issued Request for Proposals No. 26-128 for Real Property Appraisal Services through the City’s ProcureNow/OpenGov procurement system. The solicitation was posted on April 22, 2026, and proposals were due on May 20, 2026. The RFP requested that qualified firms provide on-call appraisal services for City-owned properties being considered for disposition, as well as for properties the City may consider acquiring for various public purposes.
The City received seven proposals, which were ranked as follows:
- CBRE, Inc.
- Santolucito Dore Group, Inc.
- Epic Land Solutions, Inc.
- Bender Rosenthal Incorporated
- Capital Realty Analysts
- BBG, Inc.
- Arens Group, Inc.
An evaluation committee reviewed and scored the proposals based on the firms’ qualifications, relevant experience, proposed approach, ability to provide the required services, and pricing. Based on the evaluation results, staff recommends establishing a bench of three on-call appraisal consultants consisting of CBRE, Inc., Santolucito Dore Group, Inc., and Epic Land Solutions, Inc.
The total aggregate compensation for all three consultants will not exceed $50,000 during the initial one-year term of the agreements. The City will have the option to renew the agreements for up to four additional one-year periods, subject to available funding and satisfactory performance.
The aggregate contract amount is not intended to be divided equally among the consultants. Rather, assignments will be issued on an as-needed basis to the consultant best suited to the specific property, scope of work, schedule, and proposed fee. Work will only be authorized through individual task orders and within the approved aggregate not-to-exceed amount.
Establishing a bench of qualified appraisal consultants will provide the City with timely access to specialized expertise for a variety of real estate transactions. The proposed bench structure will allow the City to select the firm best suited for each assignment based on experience, availability, scope, cost and absence of conflict of interests while maintaining flexibility and competitive pricing. Professional appraisals will also provide reliable market information to support informed decision-making and protect the City’s financial interests when acquiring or disposing of real property.
The total aggregate compensation for appraisal services will not exceed $50,000. Funding will be allocated among CBRE, Inc., Santolucito Dore Group, Inc., and Epic Land Solutions, Inc. based on authorized assignments and the City’s needs.
Because appraisal services may support multiple departments, properties, and projects, the applicable account numbers will be identified when individual task orders are authorized. No individual consultant is guaranteed a minimum or specific dollar amount under the bench agreements.
Funding will be made available as part of the Fiscal Year 2026/2027 Operating Budget and/or Capital Improvement Budget.
