Adopt Resolution 2026-146
The intersection of Highland Springs Avenue and Ramsey Street (6th Street in Beaumont) sits on the border between the City of Beaumont and the City of Banning. The Public Works Departments of both cities have jointly determined that the roads at and around this intersection need maintenance, upgrades, and other improvements. These include, but are not limited to, repairing and maintaining road surfaces, adding or improving traffic safety measures, applying lane and directional striping, installing pavement markers, constructing sidewalk access ramps, building concrete curbs and gutters, and carrying out various other roadway repairs and improvements.
The Project spans the jurisdictional boundary between the two cities; therefore, a Cooperative Agreement ("Agreement") is necessary to establish the roles, responsibilities, and financial obligations of each City. Under the proposed Agreement, the City of Beaumont will serve as the Lead Agency, responsible for the administration, direction, supervision, inspection, and coordination of the Project, including traffic control and related construction activities, and for making progress payments to the General Contractor. The City of Banning will serve as the Cooperating Agency, providing reasonable cooperation and coordination to Beaumont as requested, and will be responsible for reimbursing Beaumont for the portion of the Project Cost attributable to Banning.
On June 9, 2026, the Banning City Council adopted Resolution 2026-82, approving Banning's participation in the Project. The Cooperative Agreement formalizes the terms of that participation and is now presented to the City Council for approval and execution.
The Project includes road surface maintenance and repairs, additional or upgraded traffic safety features, lane and directional striping, pavement markers, sidewalk access ramps, concrete curb and gutters, and various other roadway repairs and improvements as described.
To ensure timely, orderly completion of the Project, staff recommends that the City Council approve the Cooperative Agreement with the City of Beaumont.
Based on bids received during the public bidding process, the cities have approved Matich Corporation's bid in the amount of $3,428,547.50. The portion of the Improvements and related Project Cost attributable to Banning has been calculated to be $321,374, plus a contingency of 15%, for a total of $369,580.10.
The Banning Portion was calculated by isolating the specific quantities of work within Banning's jurisdictional limits, such as square footage of asphalt pavement, linear feet of curb, gutter, and striping, and the number of ADA ramps, as detailed in Matich Corporation's Bid Proposal.
Approval of the Cooperative Agreement commits the City of Banning to reimburse the City of Beaumont for the Banning portion of the Project cost, in the amount of $321,374 plus a 15% contingency, for a total "not-to-exceed" amount of $369,580.10.
The Banning portion will be funded through SB1 Gas Tax Account 102-4904-431.93-15 for $369,580.10. Staff will process the Reimbursement Invoice upon receipt from the City of Beaumont and will make payment within thirty (30) days, as required by the Agreement.
The City's portion of the project was included in the Fiscal Year 2026/27 Adopted Capital Improvement Plan Budget and is categorized as ST27-07 Highland Springs AC Overlay. The project has an approved budget appropriation of $400,000.
