Adopt Resolution 2026-126
The City of Banning uses software to conduct operations, maintain records, support reporting, ensure compliance, promote transparency, and implement Federal, State, and Local requirements and regulations. The software programs support many facets of the City, from Utility billing and financial reporting to project management and Parks & Recreation events. These software programs streamline productivity, improve communication, and increase transparency, among other benefits.
Government Accounting Standards Board (GASB) requires reporting on software agreements in our annual financial reporting that include Subscription-Based Information Technology Arrangements (SBITAs). This standard, GASB 96, establishes uniform accounting and financial reporting requirements for SBITAs to improve the comparability of governments' financial statements and enhance the understandability, reliability, relevance, and consistency of information.
The attached list of Citywide Software-as-a-Service (SaaS) and Software Maintenance Agreements is not a requirement of GASB 96; but rather a monitoring tool so the City Council is made aware of all SaaS and Software Maintenance Agreements.
Citywide Department Liaisons met on April 30, 2026, to conduct a comprehensive review of all software currently utilized throughout the City. The meeting aimed to evaluate whether existing platforms are used effectively and whether certain systems could be consolidated, replaced, or terminated. After the meeting, each department submitted its software list to the Information Technology Department, which compiled the information into a Citywide Software Catalog.
As a result of the comprehensive review, thirty (30) systems were identified for cancelation. Two (2) are on this year's list but are at the end of their final term and will not be renewed. One (1) software being used is a free version for cost saving measures and the remaining twenty-seven (27) systems have been cancelled, discontinued, deemed no longer necessary, or removed from the updated software resolution.
Collectively, these cancellations reflect an annual savings of $438,136.17. These actions support the City's continued efforts to streamline technology resources, eliminate unnecessary costs, and maintain alignment with current operational needs and approved resolutions.
The software catalog serves as the basis for the software listing presented to the City Council as Exhibit “A.” Approval of the catalog will streamline the administration and renewal of the City’s SaaS subscriptions and software maintenance agreements.
The total cost of the software listed in Exhibit “A” is $1,867,037.34. This amount includes $1,183,752.41 in multi-year SaaS subscriptions and software maintenance agreements previously approved by the City Council.
Staff use various software applications and platforms as essential tools for ongoing operations across all departments. The software provides informational data and reporting, enabling Staff to manage operations throughout the City of Banning. Submitting the annual software list will streamline timely presentation for City Council approval in one cohesive effort.
Staff included software budgets for their prospective departments in the Fiscal Year 2026/27 Proposed Operating Budget. Any software purchases not within budget would require separate City Council approval and budget appropriation.
There is no fiscal impact associated with approving Resolution 2026-126. The budgets for these agreements were included in the Proposed Fiscal Year 2026/27 Operating Budget.
