Consideration of Resolution No. 2026-06UA, Approving Amendment No. 1 to Professional Services Agreement No. C01043 with Tetra Tech, Inc. for Supervisory Control and Data Acquisition (SCADA) System Maintenance and Advisory Services to Extend the Agreement through June 30, 2027

STAFF RECOMMENDATION:

Adopt Resolution 2026-06UA

BACKGROUND:

On June 25, 2024, the City Council adopted Resolution No. 2024-100 approving Professional Services Agreement No. C01043 with Tetra Tech, Inc. for Supervisory Control and Data Acquisition (SCADA) System Maintenance and Advisory Services in an amount not to exceed $205,000. Tetra Tech was selected through the City's competitive Request for Proposals (RFP 23-054) process and received the highest ranking among the three firms that submitted proposals.

The City's SCADA system is an integral component of the operation of the City's water and wastewater systems and is used to monitor and control facilities and equipment, including wells, reservoirs, sewer lift stations, flow rates, pressures, and other critical operational parameters. The original agreement was established to provide the City with qualified technical assistance for SCADA system maintenance, troubleshooting, system enhancements, standards, and cybersecurity-related needs.

The initial term of Agreement C01043 ran through June 30, 2026 and also included three one-year renewal options.

JUSTIFICATION:

The City continues to require qualified technical support for the ongoing maintenance, reliability, troubleshooting, and improvement of its water and wastewater SCADA systems. Tetra Tech has provided these services under the existing agreement and has developed familiarity with the City's SCADA infrastructure, operational needs, and ongoing system improvements.

Staff recommends exercising the first one-year renewal option to maintain continuity of SCADA support and extend Agreement C01043 through June 30, 2027. The scope and not-to-exceed contract amount will remain unchanged; no additional compensation is being requested as part of this amendment.

Section 8.4 of Agreement C01043 requires that amendments or modifications to the agreement be in writing and approved by both Tetra Tech and the City Council. Therefore, Council approval is required to exercise the renewal option and extend the agreement term.

FISCAL IMPACT:

There is no additional fiscal impact associated with this action. Amendment No. 1 will only extend the term of Agreement C01043 through June 30, 2027 and will not increase the existing not-to-exceed contract amount of $205,000. The original agreement established the $205,000 maximum compensation amount.
