Adopt Resolution 2026-124
The submittal of selected project applications for the fiscal year (FY) 2026/2027 CDBG Program funding cycle was approved by City Council on December 9, 2025, under Resolution 2025-166. After City Council approval in December of 2025, the County reviewed and approved the projects. To utilize the funds, the City must approve and execute the Supplemental Agreement for CDBG Funding Cycle FY 2026/2027.
The total funding for the CDBG FY 2026/27 Funding Cycle is $158,987. Two projects are included: The Sylvan Park Improvement Project in the amount of $152,987 and the Teens Continue to Lead Program in the amount of $6,000. If the City Council approves the agreement, the County will execute the agreements and issue a Notice to Incur Costs and the projects can move forward.
The City will administer the Sylvan Park Improvement Project. This project will replace the existing shelter at Sylvan Park.
The Boys and Girls Club Teens Continue to Lead Program received funding from multiple jurisdictions and for this reason, the County of Riverside will administer this project.
To utilize the FY 2026/2027 CDBG Program funds of $158,987, the City is required to execute a Supplemental Agreement attached hereto by Reference.
The funds will be allocated to two separate projects:
The Sylvan Park Improvement Project (5.BN.66-26) in the amount of $152,987 and the Boys and Girls Club of the San Gorgonio Pass Teens Continue to Lead Program (0.286-26) in the amount of $6,000.
There are no matching funds required. However, to implement the project there is associated staff time in project management. This cost is recognized in Exhibit B as the City's leveraging in the amount of $7,000 toward the Sylvan Park Improvement Project. The CDBG funding allocated is a reimbursable grant, and the total funds awarded are sufficient to complete the project and replace the shelter.
With approval of the FY 2026/2027 CDBG Supplemental Agreement, the City anticipates receiving $152,987 for the Sylvan Park Improvement Project, and the Boys and Girls Club of the San Gorgonio Pass will receive $6,000 toward their Teens Continue to Lead Program.
Acceptance of these funds is restricted exclusively to these approved projects.
With the adoption of Resolution 2026-124, changes to the budget will include the following:
