SUBJECT:

Consideration of Resolution 2026-133, Approving Program Supplement No. F006 to Master Agreement No. 08-5214F15 with the State of California Department of Transportation for Federal-Aid Funding for the Zero-Emission Transit Vehicle Charging Equipment and Infrastructure Project, and approve the necessary budget appropriations.

STAFF RECOMMENDATION:

Adopt Resolution 2026-133

BACKGROUND:

The City of Banning is committed to improving its transit infrastructure and reducing emissions. To support these goals, staff has pursued federal funding opportunities to purchase and install charging equipment and infrastructure for zero-emission transit vehicles at the City's Corporate Yard, near the intersection of Lincoln Street and San Gorgonio Avenue.

On December 16, 2016, the City of Banning entered into Master Agreement No. 08-5214F15 (the "Master Agreement") with the State of California, acting by and through its Department of Transportation (Caltrans). This Master Agreement establishes the general terms and conditions under which the City, as the Administering Agency, may receive federal-aid funds for eligible transportation projects. The Master Agreement requires that each specific project be authorized through a project-specific Program Supplement approved by Caltrans and the Federal Highway Administration (FHWA).

JUSTIFICATION:

To receive federal funding for the Zero-Emission Transit Vehicle Charging Equipment and Infrastructure Project (the "Project"), the City must execute Program Supplement No. F006. This Program Supplement adopts and incorporates the terms of the Master Agreement and sets forth the specific funding, scope, and special covenants for the Project.

Staff has reviewed the Program Supplement and finds that it is consistent with the Master Agreement and in the best interest of the City of Banning. Approval of this Program Supplement is a necessary step to obligate the federal funds and proceed with the Project.

FISCAL IMPACT:

Approval of Program Supplement No. F006 will authorize the receipt of $488,666.00 in federal-aid funds for the Project.

The total estimated project cost is $552,000.00, which requires a local match of $63,334.00. An appropriation of $63,334.00 is needed for the local match in the Transit Capital Expenditures Account No. 610-5800-434.90-56. RCTC will fund the local match on a reimbursement basis. The proposed Capital Improvement Program Budget includes a budget for the grant portion of the Project cost of $488,666.00.

Revenue budgets must be established for grant reimbursements in the Transit Revenue Account Nos. 610-5800-341.31-64 for the Caltrans grant $488,666.00 and 610-5800-341.31-25 for the RCTC grant $63,334.00.
