STAFF RECOMMENDATION:

Authorize execution of the Notice of Completion

BACKGROUND:

Project No. 2023-04 “Ramsey Street Pedestrian Safety Improvements” is a pedestrian safety improvement project at the unsignalized intersections of Ramsey Street and 2nd Street, 6th Street, 16th Street and Martin Street. Based on collision data obtained from the UC Berkeley Transportation Injury Mapping System (TIMS) and existing site conditions, City staff determined that there were pedestrian safety concerns at these intersections. The Project was designed to improve safety by installing Rectangular Rapid Flashing Beacon (RRFB) devices, which enhance pedestrian visibility and driver awareness.

On March 14, 2023, the City Council approved Resolution 2023-46, awarding a Professional Services Agreement for the design of the RRFB project to STC Traffic, Inc. in the amount of $64,780.

On October 14, 2025, the City Council adopted Resolution 2025-141, awarding a Construction Contract to All American Building Services in the amount of $592,850 and approving a 10% contingency for a total budget of "not-to-exceed" $652,135.

Construction of the Project has been completed by All American Building Services in accordance with the approved plans and specifications. The work included the installation of RRFB devices at the four (4) unsignalized intersections, along with all associated signage, striping, and accessibility improvements.

JUSTIFICATION:

The lowest qualified bidder, All American Building Services was awarded the contract, and work was completed on August 12, 2026. Public Works staff verified through inspections that the workmanship, materials, and procedures were satisfactory, and that the contract had met the required contract obligations.

Staff has conducted a final inspection of the Project and has determined that the work has been completed in a good and workmanlike manner and is acceptable to the City. Staff recommends that the City Council accept the completed construction and authorize the recordation of the Notice of Completion.

FISCAL IMPACT:

The project was awarded in the amount of $592,850 with a 10% contingency for a total budget of $652,135. The final contract amount was $476,319.10, resulting in savings of $116,530.90.
