SUBJECT:

Consideration of Resolution 2026-139, Approving Final Tract Map 39259-1 and Release the Map for Recordation; Authorize Staff to Sign the Subdivision Improvement Agreement and Final Tract Map; Accept Faithful Performance and Labor Bonds for Public Improvements

STAFF RECOMMENDATION:

Adopt Resolution 2026-139

BACKGROUND:

Tentative Tract Map (TTM) No. 39259-1 was approved by City Council on January 13, 2026 as Resolution 2026-03. The proposed map implements the Atwell Specific Plan (also known as the Butterfield Specific Plan; “Specific Plan”) originally approved by the City Council in March of 2012, with minor modifications approved in 2017 and provides for the development as allowed by the Specific Plan.

The applicant has processed the Final Tract Map for portions of the approved Tentative Tract Map, as permitted by the Subdivision Map Act. Final Tract Map 39259-1 subdivides the 160.02-acre property into 6 large lots for future residential subdivision and 11 street and open space lots. This map creates lots for backbone infrastructure and does not authorize the creation of any single residential lot or for any residential construction without future mapping activities. The map is consistent with the approved Tentative Tract Map and Conditions of Approval.

JUSTIFICATION:

Final Tract Map 39259-1 was checked by the City’s consulting surveyor and were found to be technically correct and conform to the requirements of the Subdivision Map Act. All Conditions of Approval required to be met prior to the recording have been met. The City Engineer has verified that the final maps are in substantial conformance with the approved TTM 39259.

FISCAL IMPACT:

There is no direct fiscal impact based on the approval of final maps. However, the recordation of the maps allows for the development of the project which will increase the assessed value of the properties resulting in an increase in property tax revenue. Additionally, the project will generate development impact fee revenues. The City’s cost for processing the project will be offset by processing fees.
