SUBJECT:

Consideration of Resolution 2026-135 Amending Resolution 2026-66 to Add AutoZone to the Approved Vendor List for Automobile and Equipment Parts for Five-Year Period for an Annual Aggregate of $80,000 per Fiscal Year (FY 2026-FY2030)

STAFF RECOMMENDATION:

Adopt Resolution 2026-135

BACKGROUND:

On April 28, 2026, the City Council adopted Resolution 2026-66 authorizing the use of cooperative purchasing agreements to procure automobile and equipment parts for a five-year term (FY 2026 - FY 2030), with an annual aggregate amount not to exceed $80,000 per fiscal year. The resolution established an approved vendor list utilizing cooperative purchasing agreements to provide access to competitively sourced contracts while allowing fleet staff to select vendors based on pricing, availability, lead time, and operational requirements.

The approved vendor list, per Resolution 2026-66, currently includes the following vendors:

•    Napa and O’Reilly Auto Parts: Sourcewell Master Agreement #100124 (aftermarket vehicle parts and supplies)
•    Parts Authority: Sourcewell Master Agreement #080124 (OEM vehicle parts and supplies)

Staff now recommends adding AutoZone as an additional approved source.

AutoZone is available through a competitively solicited Sourcewell cooperative contract (Contract #100124-AUZ). Adding AutoZone to the established vendor list will provide an additional purchasing option and improve the City’s ability to obtain needed parts based on price, availability, lead time, and specific part requirements without conducting a separate solicitation process.

The proposed amendment only adds AutoZone to the approved vendor list. It does not increase the previously authorized annual aggregate amount of $80,000, change the five-year term, or otherwise modify the purchasing authority established by Resolution 2026-66. Use of AutoZone will remain subject to the availability and terms of the Sourcewell contract.

JUSTIFICATION:

Adding AutoZone will expand the City’s access to competitively procured automotive parts and provide additional flexibility when parts are unavailable, delayed, or more cost effective from another approved vendor. This will support timely vehicle and equipment repairs while maintaining the procurement controls and annual spending limit previously approved by the City Council.

FISCAL IMPACT:

No additional fiscal impact is associated with adding AutoZone to the approved vendor list. Purchases will continue to be funded from the Fleet Division operational budget, Account No. 702-3800-480.38-52 (Auto Parts), and total expenditures across all approved vendors will remain within the annual aggregate amount not to exceed $80,000.
