REMOTE PARKING AGREEMENT FOR 4803 AND 4723 LINCOLN WAY, FRIENDSHIP ARK AND OVERFLOW THRIFT STORE
Friendship Ark is requesting City Council approve a remote parking agreement for its new programming hub and office space at 4803 Lincoln Way. The agreement is required in order for the site to meet the minimum required number of parking spaces prescribed by the Zoning Ordinance for the proposed use.
Friendship Ark and Overflow Thrift Store (4723 Lincoln Way) recently acquired the properties that were previously occupied by JAX. JAX occupied both the buildings at 4803 and 4723 Lincoln Way and parking was shared between the sites. As the buildings and properties now have separate owners and have changed use, the remote parking agreement is necessary.
Ames Municipal Code Section 29.406(18) allows for remote parking to satisfy required parking, subject to City Council approval within certain zoning districts, including Highway Oriented Commercial (HOC) which applies to the subject properties. An agreement or easement is required to ensure that the proposed location is permanently available. The parking spaces must be located on a lot within 300 feet of the subject property.
The Friendship Ark property (4803 Lincoln Way) has nine parking spaces and requires 34 total spaces. The Overflow property (4723 Lincoln Way) has 62 spaces and requires 29, leaving a surplus of 33. Friendship Ark will use 25 of the surplus spaces and they will be reserved through the agreement applying to the Overflow property.
- Approve the Remote Parking Agreement to provide the required 25 parking spaces at 4723 Lincoln Way for Friendship Ark's office space at 4803 Lincoln Way. (Signed agreement must be provided by Oct. 13th)
- Deny the Remote Parking Agreement to provide the required 25 parking spaces at 4723 Lincoln Way for Friendship Ark's office space at 4803 Lincoln Way.
- Refer this item to staff or the applicant for further information.
The sites meet all zoning and distance requirements to allow for remote parking. The applicant has signed the Remote Parking Agreement that specifies the location of the spaces, number of spaces, and the terms of the agreement. The agreement has been approved by the City's Legal Department. Friendship Ark is required to provide executed copies prior to Council action. If the remote parking is approved by City Council, Friendship Ark may receive occupancy for their new space. Therefore, it is the recommendation of the City Manager that the City Council approve Alternative No. 1, as described above.
