IOWA DOT FUNDING AGREEMENT FOR TRANSPORTATION ALTERNATIVES PROGRAM (TAP) FUNDING FOR THE 2025/26 SHARED USE PATH SYSTEM EXPANSION - SOUTH DAYTON AVENUE
This program provides for construction of shared use paths on street rights-of-way, adjacent to streets, and through greenbelts. The City's Metropolitan Transportation Plan (MTP) identifies those paths that separate bicycle traffic from higher-speed automobile traffic. This project includes construction of a path along the east side of S. Dayton Avenue to connect E. Lincoln Way to SE 16th Street, as shown in the attached map.
This project is budgeted in FY 2025/26 of the Capital Improvements Plan (CIP) with funding in the amount of $335,000 in Local Option Sales Tax and an Iowa Department of Transportation (DOT) grant from the Transportation Alternative Program (TAP) in the of $676,000.
This Council Action is to approve the agreement with the Iowa DOT for the TAP funding.
Project design is anticipated to be completed in winter 2026 with a spring 2027 bid date. Project revenues and estimated expenses are shown below:

- Approve the Iowa DOT Funding Agreement for TAP funding of $676,000 for the 2025/26 Shared Use Path System Expansion - South Dayton Avenue.
- Reject the grant agreement and direct staff to identify alternative funding sources.
Approval of this agreement with the Iowa DOT must occur before moving forward with construction of this project. Construction is anticipated in the 2027 construction season. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as noted above.
