COUNCIL ACTION FORM

SUBJECT:

RESOLUTION APPROVING CYRIDE 2026 STEAM CLEAN IMPROVEMENT PROJECT PLANS AND SPECIFICATIONS

BACKGROUND:

In August 2025, the Iowa Department of Transportation awarded CyRide a Public Transit Infrastructure Grant (PTIG) to improve the steam clean bay area. A project budget of $716,096 was established and was included in the FY 2026/27 Capital Improvements Plan.

At the Transit Board meeting on August 20, 2026, the Board approved the purchase and installation of a replacement hoist for the steam clean bay that can accommodate articulated buses. The remaining portion of the project involves reconstructing the steam clean bay to accommodate the new hoist and complete related facility improvements.

The updated project, budget minus the previously approve hoist, is shown below.

Description State PTIG Funds Local Funds Total
PTIG Funding $566,096 $150,000 $716,096
Replacement Hoist (previously approved) -$136,680 -$36,217 -$172,897
Remaining Funds $429,416 $113,783 $543,199

CyRide currently has $543,199 in project funding remaining to complete the project. The proposed work includes reconstructing the concrete floor to accommodate the new hoist, modifying the electrical and plumbing systems, upgrading lighting, and replacing the existing translucent wall panels with windows.

The cost estimate prepared by 10Fold for the remaining improvements is $512,827, which includes a 5% contingency. While the estimate is within the remaining project budget, the actual bid cost may vary considerably due to volatility in the construction market. To help manage project costs and provide flexibility in the event of higher-than-anticipated bids, two improvements were moved from the base bid to bid alternates: 1) installing protective wall panels designed for wash bay environments to improve cleaning and maintenance, and 2) replacing the existing steel doors with stainless steel doors. This approach will allow CyRide to evaluate the cost of these additional improvements once bids are received and determine whether funding is available to include one or both alternates in the project.

If approved by the Council, CyRide will work with the Purchasing Division to bid the project. Listed below is the proposed schedule for this project.

The plans and specifications were approved by the Transit Board at its meeting on October 15, 2026. Plans and specifications are now on file in the City Clerk's Office.

ALTERNATIVES:
  1. Approve the release of plans and specifications for the 2026 Steam Clean Bay Improvement Project.

  2. Direct staff to work with the A&E consultant and refine the project plans in accordance with Council priorities.
CITY MANAGER'S RECOMMENDED ACTION:

Approving the plans and specifications would allow CyRide to proceed with the remaining steam clean bay improvements, accommodate articulated buses, and help maintain the facility in a state of good repair to support ongoing fleet maintenance. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as described above.
