FIVE (5) SMALL GAS-ELECTRIC HYBRID PICKUP TRUCKS FOR FLEET SERVICE DEPARTMENT
Five vehicles are up for replacement in the current fiscal year. The vehicles consist of four small sedans from Inspections and one mid-size SUV from Public Works Engineering (Stormwater). Staff is recommending that all five vehicles be replaced with Ford Maverick hybrid pickups. The 4door Maverick’s small size, versatility, and hybrid fuel economy meet the needs of the departments that will be receiving the vehicles. All of the vehicles will be AWD, and one will have an extra two package for the stormwater trailer.
Currently, there are no all-electric pickups that would meet the needs of the departments. Ford has announced a mid-size all-electric pickup in 2027 that would replace the Ford Lightning. Staff will evaluate the specifications and pricing for that model once it's available to see if it might meet the future needs of City vehicles.
Bids for five (5) small gas-electric hybrid pickup trucks were received on September 2, 2026. Six vendors submitted bids for four (4) hybrid pickup trucks equipped with a standard towing package and one hybrid pickup truck equipped with a 4,000-pound (4K) towing package. Bidders were also asked to provide pricing for optional equipment, including spray-in bed liners, hitches with 7-pin RV-style plugs, and commercial-grade bed caps. Staff is recommending awarding spray-in bed liners for all five vehicles and a hitch and commercial-grade bed cap only for the vehicle equipped with the 4K towing package. The bid results for the recommended equipment are summarized in the table below.

The low responsive bid was submitted by Dewey Ford of Ankeny, Iowa, in the amount of $159,662, and staff has determined the bid to be acceptable. Staff recommends award to Dewey Ford for five (5) small gas-electric hybrid pickup trucks and the recommended optional equipment identified above.

The bid submitted by Dewey Ford of Ankeny, Iowa provides equipment that meets the City's specifications at the best price. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1 as described above.
