2020/21 & 2021/22 INTELLIGENT TRANSPORTATION SYSTEM PROGRAM (PHASES 1 AND 2)
The Intelligent Transportation System (ITS) program provides for the installation of infrastructure for a traffic adaptive signal system that will conduct real-time optimization of traffic and pedestrian flow at signalized intersections. Therefore, system provides a significant improvement in efficiency and will optimize travel times during all times of the day.
This project combined Phases 1 and 2 of the ITS Network into a single Iowa Department of Transportation (DOT) bid letting and contract. At the July 12, 2022, meeting, City Council awarded a contract to Van Maanen Electric, Inc., of Newton, Iowa in the amount of $3,800,582.
At the July 28, 2026, meeting, City Council approved Balancing Change Orders for Phases 1 and 2 totaling a ($214,300) deduct in the contract, bringing the final construction cost to $3,586,282.

Project savings will be returned to the respective funds and may be reallocated to other CIP projects in the future.
Upon implementation of the traffic adaptive system, a travel time study was performed which showed an average travel time improvement of 17%. This improvement exceeds the original anticipated improvements of 8.8% for Phase 1 and 10.8% for Phase 2, directly correlating to improved emissions reductions.
- Accept the 2020/21 & 2021/22 Intelligent Transportation System Program (Phases 1 and 2) as completed by Van Maanen Electric, Inc., of Newton, IA, in the amount of $3,586,282.
- Direct staff to pursue modifications to the project.
The project has now been completed in accordance with the approved plans and specifications. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as noted above.
