TWO FORD POLICE INTERCEPTOR UTILITY HYBRIDS FOR FLEET SERVICE DEPARTMENT
Over the past several years, the City has increased the proportion of hybrid vehicles in the Police Patrol vehicle fleet. The hybrid Ford Police Interceptors have a marginally higher purchase price compared to the standard gasoline-only version of the vehicle but consume substantially less fuel and require less frequent oil changes and brake services. The hybrids, therefore, have a lower life-cycle cost to operate and better align with the City's climate goals in reducing greenhouse gas emissions.
On August 20, 2026, Bid No. 2027-026 for the purchase of three Ford Police Interceptor Utility Hybrid (AWD) vehicles was issued. The bid closed on September 2, 2026. Five bids were received as follows:

Staff reviewed the bids received and determined that the bid submitted by Stivers Ford Lincoln meets bid specifications and is therefore the lowest responsive bid.
Following the issuance of this bid, a Police vehicle was involved in a collision that caused an immediate need for a replacement vehicle. To expedite a replacement, an acceptable in-stock Ford Police Interceptor Utility Hybrid was identified and purchased from Fairway Ford-Lincoln located in Greenville, South Carolina.
Accordingly, staff determined that only two additional Police Interceptors would be needed and contacted Stivers Ford Lincoln, the apparent low bidder, who agreed to hold unit pricing firm for only two instead of the three vehicles solicited in the bid. As such, staff recommends awarding a contract for the purchase of two Ford Police Interceptor Utility Hybrids to Stivers Ford Lincoln for a total cost of $86,824.
Funding is available in the patrol vehicle escrow in the amount of $143,000.
- Award a contract to Stivers Ford Lincoln of Waukee, IA for two (2) Ford Police Interceptor Utility Hybrids in the amount of $86,824.
- Award to one of the other responsive bidders.
- Reject the bids and do not purchase these vehicles.
The Fleet Services Department and Police Department staff agree that the bid submitted by Stivers Ford Lincoln provides equipment that meets the City's specifications at the best price. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1 as described above.
