IDOT DETOUR AGREEMENT FOR US 30 PAVEMENT PROJECT

 
BACKGROUND:

The Iowa Department of Transportation (DOT) has scheduled a 2027 construction project in the westbound lanes of US 30 in Ames between South Dayton Avenue and South Duff Avenue.  To complete the construction project, the westbound interchange ramp at Dayton Avenue (ramp C) along US 30 will be temporarily closed between January 2 and September 15, 2027, and the westbound interchange ramp at Duff Avenue (ramp A) along US 30 will be temporarily closed between January 2 and April 15, 2027.

 

To accommodate traffic during construction, the DOT has proposed detouring vehicles onto local roads. The City has been asked to enter into an Agreement for Use of Local Agency Roads as Detours (attached). The designated detour route includes SE 16th Street from South Dayton Avenue to US 69. The closure and detours are marked on the attached agreement.

 

According to the agreement:

  • The DOT will maintain the detour route during the closure period and provide all required traffic control devices per the Manual on Uniform Traffic Control Devices (MUTCD).

  • The DOT and Engineers from the City will jointly inspect the condition of the detour route prior to construction.

  • The DOT will compensate the City or restore the local road to its original condition if excessive wear or damage occurs due to the detour, following DOT Policy 600.05 and Iowa Code Sections 313.28 and 313.29.

  • No pre-detour maintenance is planned.

  • The City has the option to disallow oversize/overweight loads, and the DOT will be responsible for routing such traffic if permitted.

 

The Public Works Traffic Division will continually monitor and adjust signal timings as needed during the detour period. City staff will work closely with the Contractor, Peterson Contractors Inc. (PCI), on project timing and efforts that can be undertaken to accommodate the particularly heavy traffic in this area related to ISU football game days.

 

 

 

 

ALTERNATIVES:
  1. Approve the attached Detour Agreement with the Iowa Department of Transportation.

  2. Do not approve the detour agreement.
CITY MANAGER'S RECOMMENDED ACTION:

The proposed detour is necessary to allow the Iowa DOT to complete construction activities on US 30 while providing the most effective management of traffic during the construction period. While public notification will be the responsibility of the Iowa DOT, the City will assist with public awareness efforts. Therefore, it is the recommendation of the City Manager that the City Council adopt Alternative No. 1, as described above.
