Open Gov Budgeting, Financial Reporting, and Transparency Platform Software Agreement

Adopt a Resolution to enter into an agreement with OpenGov for budgeting and transparency software solution.

The City has utilized OpenGov's budgeting and transparency software for the past five years and the current contract is expiring in September. Prior to implementing OpenGov, the Finance Department relied heavily on complex spreadsheets to develop budgets and perform financial analyses for City operations. This approach limited accessibility and transparency, as staff and the public depended on the Finance Department to generate reports and provide updates regarding the City's financial status and operational performance. 

The adoption of OpenGov''s budgeting and transparency solution has significantly enhanced transparency and accessibility for the public, City Council, and staff. Through OpenGov's transparency platform, users have access to periodic external reporting and internal financial data. The platform also includes customizable management dashboards that support operational analysis, funding assessments, strategic planning, and informed resource allocation decisions.

OpenGov's budgeting module has improved efficiencies for both departmental users and Finance staff by streamlining budget development processes. The system allows for detailed line-item descriptions and supporting information that help identify existing contractual obligations and document new funding requests. In addition, the platform supports the development of Capital Improvement Plans (CIPs), integrates capital planning into the annual budget document, and facilitates multi-year financial forecasting. Overall, the implementation of OpenGov has reduced the staff time required to prepare the budget document, managing workforce budgeting, and maintain position control, resulting in a more efficient and transparent budgeting process.

The cost to continue the OpenGov software subscription is $44,460.15 in FY 2026-27, $46,683.16 for FY 2027-28, and $49,017.31 for FY 2028-29. Sufficient funding is included in the FY 2026-27 Budget withing the Information Technology Internal Service Fund (Fund 653). Funding for future annual subscription costs will be incorporated into subsequent budget cycles.
