Municipal Code Chapter 2.29 Parks and Community Services Commission and Guidelines
Receive an informational update regarding the review of American Canyon Municipal Code Chapter 2.29 and the 1999 Parks and Community Services Commission Guidelines.

As part of the Parks and Community Services (PCS) Commission's Fiscal Year 2026/27 Work Plan, the Commission was tasked with reviewing American Canyon Municipal Code (ACMC) Chapter 2.29, and updating the 1999 Parks and Community Services Guidelines (Attachment 1).
ACMC Chapter 2.29 establishes the PCS Commission and defines its purpose, authority, and responsibilities. Staff reviewed the municipal code and determined that no updates are needed. The Chapter continues to appropriately establish the role and responsibilities of the Commission and was used as a template to create the Open Space, Active Transportation, and Sustainability Commission in 2023. Staff also reviewed the correlation between the municipal code and the Guidelines and confirmed that they were not incorporated into Chapter 2.29 or adopted by the City Council through a resolution. Instead, the Guidelines served as an operational resource for the Commission. The Guidelines are now considered a legacy document, as the City Council has since developed standardized governance procedures and resources applicable to all City Commissions.
In 2024, The City Council adopted the Council Governance Procedures for the City Council and Commissions (Attachment 2), establishing standardized procedures and expectations for the City's governing and advisory bodies. And in 2025, the City Clerks Office developed the Boards, Commissions, and Committees Handbook (Attachment 3) to provide guidance on the roles, responsibilities, and expectations of the City's commissions. The Handbook has since served as the guiding document for all City commissions.
Based on this review, staff has determined that updating the 1999 PCS Guidelines is no longer necessary. The Council Governance Procedures and the Boards, Commissions, and Committee Handbook provide current and standardized guidance for all City commissions. This work plan item will be documented as completed, and no further action is required from the Commission.
