Melvin Road Pavement and Sewer Improvements

Adopt a Resolution amending the Fiscal Year 2026-27 Capital Budget from $115,000 to $175,000 for the Melvin Road Pavement Rehabilitation Project (TR27-0100) and authorizing the City Manager to enter into an agreement with Coastland | DCCM for an amount not to exceed $194,446 for design services for the Melvin Road Pavement Rehabilitation Project (TR27-0100) and Melvin/Wilson Way Main Repair Project (WW27-0400).

The City of American Canyon received one-time federal funding in the amount of $1,333,000 for the Melvin Road Pavement Rehabilitation Project (TR27-0100) to rehabilitate approximately 3,225 linear feet of roadway along Melvin Road, Wilson Way, Poco Way, and James Road.

The proposed project will rehabilitate deteriorated pavement using a combination of grind-and-overlay, full-depth asphalt concrete paving, and pavement stabilization treatments, as appropriate based on existing pavement conditions. The project will also include new pavement striping and signage, including parking delineation, centerlines, and bicycle facilities.

In conjunction with the planned pavement rehabilitation, the City has identified a need to rehabilitate existing sewer mains along Melvin Road and Wilson Way as part of the Melvin/Wilson Way Main Repair Project (WW27-0400). Because the sewer improvements require work within the roadway, they must be completed before the pavement rehabilitation to avoid disturbing newly constructed pavement. Coordinating the design of the two Capital Improvement Program projects will allow the City to appropriately sequence the sewer improvements ahead of the paving work and minimize conflicts, duplication of effort, and future impacts to the roadway.

Construction of the Melvin/Wilson Way Main Repair Project is anticipated to be coordinated with other planned sewer improvements in the area, including the SS4 and Andrew Road Sewer projects. This approach will allow the City to coordinate construction activities while ensuring the necessary sewer improvements within the Melvin Road corridor are completed prior to pavement rehabilitation.

City staff requested a proposal from Coastland | DCCM (Coastland), a firm included on the City Council-approved 2023 on-call professional services consultant list, to provide design and engineering services for both projects. Coastland was selected for this assignment based on its familiarity with the project area and prior work for the City, including preparation of the plans for the recently completed Melvin Road Sidewalk and Storm Drain Project. This prior experience provides continuity between the projects and allows the consultant to build upon existing survey, design, and field information already developed for the corridor.

Coastland proposes to complete the design and engineering services for both projects on a time-and-materials basis for a total amount not to exceed $194,446. Of this amount, $153,136 is attributable to the Melvin Road Pavement Rehabilitation Project (TR27-0100) and $41,310 is attributable to the Melvin/Wilson Way Main Repair Project (WW27-0400).

The estimated total project budget for the Melvin Road Pavement Rehabilitation Project is $1,788,750; however, only $115,000 was allocated in the Fiscal Year 2026-27 budget for design. An additional $60,000 is requested from Measure U Fund 211, increasing the available design budget to $175,000. The additional funding will provide sufficient budget for the consultant design services and associated City staff costs.

The Fiscal Year 2026-27 budget includes $100,000 for design of the Melvin/Wilson Way Main Repair Project, which is sufficient to fund the $41,310 consultant design cost and associated City staff costs. No additional appropriation is required for WW27-0400 at this time.

This is for design services only at this time and public outreach will be minimal until the construction phase.
