Transportation Impact Fee Nexus Study and Fee Program Update Agreement

Adopt a Resolution authorizing a $156,000 budget increase in the Traffic Impact Fee (TIF) Fund 320 and authorizing an agreement with Fehr & Peers in an amount not to exceed $156,000 to prepare a comprehensive update of American Canyon’s transportation impact fee program, including the impact fee nexus study, capital improvement project list, and fee schedules.

Currently American Canyon imposes development impact fees to fund transportation improvements needed to serve new development and maintenance on existing infrastructure and facilities. Completing a nexus study to update the fee program ensures that fees remain proportionate to development impacts, are aligned with American Canyon’s General Plan, Mobility Element, Capital Improvement Program (CIP), Vehicle Miles Traveled (VMT) policies, and housing production goals, and can be implemented efficiently by City staff.

On June 10, 2026 staff issued a request for proposals on the City's procurement portal, OpenGov to obtain a firm to prepare a comprehensive update to American Canyon’s traffic / transportation impact fee program, including preparation of an impact fee nexus study, updated capital improvement project list, fee schedule, implementation recommendations, and related administrative procedures. From that request, three firms submitted proposals and of the three, Fehr & Peers submitted the most responsive and responsible proposal.  The firm has a proven track record of successful collaboration with the City on prior initiatives.

Staff recommends entering into an agreement for Fehr & Peers to complete the transportation impact fee nexus study and fee program update in an amount not to exceed $156,000 over a one year period.

Funds for this item was not included in the Fiscal Year 26/27 Public Works budget. Approval of this recommended action will approve the proposed agreement and authorize a budget increase in the amount of $156,000 from the Traffic Impact Fee (TIF) fund 320-50-650-42160 for the expenditure. The current available fund balance of the TIF fund is approximately $5.3M, of that, $4.969M is committed to TR26-0200 for the Rio Del Mar extension, leaving a balance of $180,000 prior to anticipated revenues.
